Located in the geographical center of the state and surrounded by key connecting highways, Los Banos is “at the crossroads of California.”

Established in 1889, Los Banos has long served as the regional hub to residents and visitors of west Merced County. The City offers a full array of services and amenities along with convenient access to the Bay Area. Within its 10 square miles, the City of Los Banos includes 63 parks and recreation centers and is adjacent to several wildlife refuges and the San Luis Reservoir State Recreation Area. The City’s strategic goals include the development of walkable communities and mixed housing while remaining a family friendly City.

City Governance

Los Banos is a full-service City dedicated to partnering with the community to provide excellent services and amenities. It is a council-manager form of government with an elected Mayor, four Council Members, City Clerk and Treasurer. The Mayor serves a two-year term while Council Members serve four-year terms with half of the Council seats open for election every two years.

The City Manager oversees an organization with approximately 180 employees across eight departments. The General Fund Operating Budget is $18.5 M for FY 2020-2021 while the total budget (all Funds) is $57.5M. The Public Works Department has 73 budgeted full time equivalent (FTE) employees. Across all funds, the FY 2020-2021 budget for Public Works is $31.5M, a 18% increase from FY 2019-2020. 

The Opportunity

The Public Works Director/City Engineer is an important member of the City’s Executive Team and reports directly to the City Manager. The current Director is retiring, creating an opportunity for a qualified professional to join the team and lead the department.

The Public Works Director/City Engineer leads a large department of talented staff to provide diverse community services ranging from city utilities (water, wastewater and solid waste), infrastructure, and engineering to parks and recreation and a municipal airport. The position serves as City Engineer and is responsible for short- and long-term planning for the community and forecasting additional funds and resources that are required. The incumbent reports spending a significant percentage of time driving capital and engineering projects to completion.

As a growing city of just over 40,000 residents, Los Banos has many planned and anticipated projects for which the Public Works Director/City Engineer performs a significant role. This includes high profile projects that are underway like a new police headquarters with an approximate budget of $25M and road improvements with an approximate budget of $70M.

The new department director will also lead efforts to address new water quality standards, an Airport relocation or overlay project (depending on degree of FAA support), and the transformation of a landfill to new City park. Exceptional communication and reliable and timely collaboration with other departments, elected officials, outside agencies, and organizations will be essential to success.

Qualifications

Education / Certification

A Bachelor’s degree from an accredited college or university in civil engineering or a related field is required. In addition, possession of a valid Certificate of Registration as a Civil engineer issued by the California State Board of Registration for Professional Engineers is expected.

Experience

The position requires experience as a professional engineer for five years of increasing responsibility including three years of administrative and management experience in local, state or federal government.

Compensation

The salary range for the position is $149,292 to $190,644 annually, depending on qualifications and depth of experience. The City offers an attractive benefits package including health, dental, vision, and health savings plans;    life insurance, tuition reimbursement and paid family leave. The City participates in both CalPERS and Social Security. Administrative leave and deferred compensation are available for the position. Bilingual and educational incentive pay is offered. Relocation expense reimbursement is negotiable.
